You must bring a total of 30 Sanctum Decorations to Elizar.

 

You can attain the Sanctum Decorations needed to complete this quest by doing the following quests;

Obtain a Malicemark after defeating either Brigade General Anuhart from Dark Poeta, or Unstable Triroan from Theobomos Labs. Then return to Iocaste.

(Both have a 100% chance to drop the Malicemark)

The Oath Stone can be purchased from Ophenes or Perena, who are in Caps and Straps along the Divine Road in Sanctum. It costs about 4 million Kinah per stone.
