Go the Tolbas Forest in Verteron and harvest the Betua Wood directly. Utsida told you that only 3 logs were needed but he also cautioned you to bring back more than that.  Better err on the side of caution.

You survived Tolbas Forest and its denezins and returned with a packful of Betua Wood. Hooray! Take the wood back to the workbenches near Utsida and process them in to something a more useful. A mere chunk of wood does the Lord of Justice no good.

Return to Utsida with your newly created Betua Logs and complete the quest. You’ll be given the design for a Betua Bow.
